The International Hans Christian Andersen Awards Regulations

 

1. The Hans Christian Andersen Award is presented every two years by the
International Board on Books for Young People (IBBY) to an author and to an
illustrator, living at the time of the nomination, who by the outstanding value of
their work are judged to have made a lasting contribution to literature for children
and young people. The complete works of the author and the illustrator will be
taken into consideration in selecting the winners. The award consists of a gold
medal and a diploma.

2. The President of the Hans Christian Andersen Jury shall be elected by the
General Assembly of IBBY. The National Sections may propose candidates for
the Hans Christian Andersen Jury. The Executive Committee of IBBY shall elect
ten voting members for the Jury from the nominations made by the National
Sections who will select the winning author and the winning illustrator. The
President of the Jury shall preside the Jury and will only have a vote in the event
of a tie. The President of IBBY serves as a member of the Jury ex officio and
without a vote. The IBBY Director of Communications and Project Development
serves as a member of the Jury ex officio and without a vote.

3. National Sections of IBBY (excluding those whose previous year's dues are
outstanding) shall be invited to propose a candidate for each award. A person
who has received the Hans Christian Andersen Award cannot be proposed
again.

4. National Sections shall submit the nominations to the President of the Hans
Christian Andersen Jury and the Jury Secretariat as well as a list of books
submitted to the jurors by 28 February of the year preceding the Jury meeting. A
representative amount of books and dossiers with the requested information
about the candidates shall be sent to the members of the Jury and the
Secretariat by 30 June of that same year.

5. When submitting a nomination for either of the two awards, the National Sections
in dues categories I, II and III are required to pay, for each nomination, the fee of
500 Swiss Francs, the National Sections in dues categories IV, V and VI the fee
of 250 Swiss Francs and the National Sections in dues categories VII and VIII the
fee of 125 Swiss Francs. The said fees must be received by 31 October of the
year preceding the Jury meeting. Following any changes in the existing dues
classification, the fees will be adapted.

6. The Hans Christian Andersen Jury shall meet in March or April prior to the
Bologna Children's Book Fair. The Jury judges the books submitted for the
awards according to literary and artistic criteria. These criteria are to be
discussed before each Jury meeting. The Jury is fully autonomous in its
decisions. Members of the Jury who are not able to attend the meeting may send
their comments and proposals in accordance with the rules established by the
President of the Jury. Absent members have no vote. At least 5 of the 10 voting
members of the Jury must be present at the Jury meeting. If this quorum cannot
be reached, the Jury shall reconvene at a later date before the next congress of
IBBY.
7. When submitting candidates for the Hans Christian Andersen Awards, the
National Sections may suggest to the Executive Committee names of persons
who could act as advisors in languages the jurors are not familiar with. Such
persons can be requested to give oral or written advice to the jurors, but shall not
take part in the meeting where the winners are selected. No observers shall
attend the meeting.

8. The National Sections of IBBY will be informed of the Jury’s decisions after the
selection has been made. The results will be given maximum publicity worldwide.

9. The President of the Jury and the President of IBBY shall sign the diplomas and
present the medals and diplomas on the occasion of the biennial congress of
IBBY.

10. The present regulations have been approved by the Executive Committee of the
International Board on Books for Young People, which reserves the right to annul
or to modify them.

11. Any clarifications to these regulations may be obtained from the Jury Secretariat.
